计划是建立正常工作秩序、做好工作的前提，是领导指导、检查工作并进行监督的依据。计划可以使机关单位的各项工作有所遵循，避免盲目性。同时也可以使群众明确下一步工作、学习的目标，增强自觉性和主动性，充分发挥主观能动作用。
计划有以下特点：
（一）针对性。计划是根据党和国家的方针、政策精神和有关法律、法规、针对本系统，本机关、本单位，本部门的实际情况制定的。不从实际出发所制定的计划，是毫无价值的计划。
（二）预见性。这是计划的本质特点。计划是在行动之前制定的，它以实现今后的目标，完成下一步工作和学习任务为目的。它是在总结过去的成绩和问题，分析目前的工作实际，预测今后发展趋势的基础上制定的。对客观现实准确的认识和科学的预测是增强计划预见性的保证。
（三）可行性。这是计划能够实施的保证。计划如果没有预见性，那就失去了制定它的意义；而如果计划没有可行性，那么所谓计划，就如同一纸空文，没有任何用处。所以计划所提出的目标和任务，方法和步骤，要求和措施等，应当是可靠的和切实可行的，这就从客观上保证了计划的实施。
（四）约束性。计划一经通过、批准，在它所涉及的范围内，就有了一定的约束性，机关、单位、部门、个人在工作中必须按要求予以贯彻执行，不得随意变更，更不能不予实施。计划的分类：
按内容分，有学习计划、工作计划、生产计划、财务计划、教学计划、分配计划、销售计划等。
按使用范围分，可分为班组计划、单位计划、地区计划、国家计划等。
按时间来分，可分为周计划、旬计划、月计划、季计划、年计划、五年计划、十年计划 等。
按性质和作用分，可以分为指令性计划、指导性计划、综合计划、专题计划等。计划的结构、内容和写法：
计划一般由标题、正文和尾部组成。
（一）标题。一般包括单位名称、时间界限、事由和文种组成。如《××集团公司20_年政治理论学习安排》，有的省去单位名称，如《20_年政治理论学习安排》；有的省去时间项，如《××集团公司党员轮训工作安排》；有的由事由和文种构成，如《业务考核计划》；有的甚至只写文种，如《计划》。
（二）正文。一般由前言、主体、结尾三部分组成，但有的没有结尾部分。
1、前言。这是计划的开头部分。通常用简明扼要地概述制定计划的指导思想、依据、意义、本单位情况及总目标等。
2、主体。包括任务、要求、措施、办法、步骤、时间等项内容。这部分是要求实施和随时对计划落实情况进行检查的依据。所以提出的任务、要求应当明确，完成任务的措施、办法、步骤、期限等要具体可行。
3、结尾。可以提出执行的要求，也可以展望计划实施的前景。有的计划主体内容表述完毕全文就结束，因此，写不写结尾，要根据内容表述的需要确定。
（三）尾部。包括署名和时间两个项目。署名写上制定计划的单位名称。标题中已标明单位名称的，这里可以不写，时间写计划通过或批准的年、月、日期。有附件的计划，附件
名称应注于正文之后，署名的左上方。
撰写“计划”应注意的问题：
计划的拟写要注意以下几点：
一是要注意深入领会党和国家的有关方针、政策和法律、法规精神，以之作为制定计划的指导思想。
二是要注意从本单位、本部门的实际情况出发，不要脱离现实，任务指标不要订得过高或过低。
三是措施和办法要制订得具体、可行，以便于落实和监督检查。
四是表达方式要以说明为主，行文中不要夹杂不必要的议论。
